ABUSE OF FINANCIAL POWERS BY CHAIRMAN AND OTHERS

 

Our Chairman put us in debt for a building, borrowed money we are now going to have to pay back. Constitution says, no borrowing without the memberships approval. Didn't happen.

Lease with Option to Purchase Higher Education Building.

 

A new document has come to light. At the Feb. 8 meeting, we were told the Chairman (in year 2001) had borrowed $77,679.00 for a Distant Learning Center. The Agreement, signed by the Chairman and witnessed or attested to by Elnita Chupp, is between the Chairman and a certain Baystone Financial Group out of Denver CO. It is signed by LaRue Parker and puts the Caddo people in debt for $89.000 and we won't be through paying till 2006. The finance terms are complicated to explain.

LaRue didn't get our approval.
ARTICLE V - POWERS OF THE TRIBAL COUNCIL - Section 1. The following powers of the Tribal Council may be exercised subject to any restriction contained in Federal or State laws, and subject to the approval of the membership.
(e) To borrow money.
REMEMBER - The following powers of the Tribal Council may be exercised subject to the approval of the membership. (e) To borrow money.
At least part of the Council did not even know Ms. Parker did this and MOST CERTAINLY, this was NOT BROUGHT TO THE MEMBERSHIP. Are we, the Membership not that important to her? RECALL TIME. NOW!!!!!

We put up no money. No, we put up something that money cannot buy--our charter and all the rights of a tribe. LaRue Parker and the former Caddo council signed over to Rick Moore the right to act like a tribe, literally!. At INFCA TRIBAL RESERVE you will see a picture of Ms. Parker, Rick Moore, and John Tate. You will also see our Constitution and Corporate Charter. I feel like they have put us and the buffalo out in some kind of theme park "the tribal reserve". Come on. This thing is a certified nightmare!

LaRue gave them rights of the tribe. They, in this contract, are legally given the rights and use of the benefits of our tribe, i.e., non taxable status. They can operate just like a sovereign nation under the name of the Caddo Nation of Oklahoma. They can do it anywhere in the world where we may never discover until we are handed a subpoena.

This attorney was banned, so to speak, from doing business with the tribes a few years back. The BIA said they would not ok any business involving Mr. Moore. This is what I was told. Could be wrong. If so, sorry Mr. Moore. We will check it out for sure though, you can bet.

Understand some of our people on their Board including some of our Council people as well as some of our Economic Development committee may have received some Stock or whatever for this exchange. We will eventually find out. This was not theirs to give. Never!
